"Competency education cannot be scaled unless policymakers address the barriers that make it challenging to transform teaching and learning. Barriers stem from federal laws that reinforce the traditional time-based elements and mandated statewide and federal testing systems.

By focusing on these areas, states would be given the flexibility needed to innovate, evaluate and build systems that positively impact student achievement."

KnowledgeWorks and The International Association for K-12 Online Learning have partnered to release recommendations for ESEA reauthorization.

Here is some exciting news for those education advocates that have worked to change federal policy to include competency-based education. Take a few minutes to comment on Senator Alexander's draft to include new assessment options in the re-authorization of ESEA.


"Senator Alexander’s discussion draft proposes two policy changes that would advance the K-12 competency education movement. He is accepting comments on his discussion draft until February 2, 2015 at fixingNCLB@help.senate.gov.

  • The draft proposes two assessment options. The first would maintain current law by requiring statewide testing annually in grades 3 through 8 and once in high school. The second would establish a state-defined option where states could develop an assessment system that may include any combination of annual statewide summative assessments, grade span assessments, and competency-based performance assessments.
  • The draft proposes to let states use federal funding reserved for the design and implementation of state assessment instruments to build competency-based assessments."

Jesse Moyer shared his research on scaling personalized learning from the recent KnowledgeWorks paper, District Conditions for Scale, that he co-authored.  Here is some of his reflections about the importance of meta-themes and the ten conditions to scale personalized learning.


"While the conditions themselves are extremely important, it is the meta-themes that serve as the connective tissues of the conditions and are the reason that a district must implement each of the ten conditions in order to successfully scale practices to improve teaching, learning, and student achievement.

Vision
The district’s vision should include the guiding principles on which each decision a district makes should be based.  Each of the conditions should be aligned to the district’s vision for teaching and learning.

Culture
The vision clearly informs the culture each district is trying to create.  A strong culture will encourage risk-taking among district and school leaders and teachers while enabling innovation at every level of the district.

Transparency
Transparency allows everyone in the district, from board members to community partners to parents and students, to take chances without fear of failure.  By encouraging transparency, everyone in the district is better able to make decisions based on the best interests of the students."
