The teaching of IT, entrepreneurial and citizenship skills is fundamental for preparing young people for today's job market, but, in general, schools are still paying insufficient attention to these transversal skills compared with basic skills in literacy, mathematics and science, according to a new European Commission report. Part of the problem is rooted in difficulties with assessment.
===> For example, only 11 European countries (Belgium Flemish community, Bulgaria, Estonia, Ireland, France, Latvia, Lithuania, Malta, Poland, Slovenia and Finland) have standardised procedures to assess citizenship skills, which aim to develop critical thinking and active participation in school and society. <===
Such testing does not exist at all for entrepreneurship and IT skills in any of the 31 countries which took part in the survey (27 EU Member States, Croatia, Iceland, Norway and Turkey). The report also outlines progress in teaching six of the eight key competences defined at EU level for lifelong learning in knowledge, skills and attitudes.
“It is only by equipping children and young people with the necessary skills, including transversal skills, that we will ensure that the European Union will have the means to remain competitive and to seize the opportunities of the knowledge economy,” said Androulla Vassiliou, European Commissioner for Education, Culture, Multilingualism and Youth.
"This study shows us where there is room for improvement and, most importantly, what we need to do to create more opportunities for our youth.

Digital Agenda: EU and US sign joint declaration to make the internet safer for kids
European Commission Vice President for the Digital Agenda Neelie Kroes and the U.S. Secretary of Homeland Security Janet Napolitano have today signed a Joint Declaration in London, committing to make the Internet a safer and better place for children.
In the Declaration, Vice President Kroes and Secretary Napolitano:
- commit to contribute to international cooperation in fighting child sexual abuse online in the immediate future. This will build on existing work by the Virtual Global Taskforce and Interpol on law enforcement collaboration to combat child sexual abuse worldwide. International cooperation is essential if we are to be effective in fighting child sexual abuse online.
- acknowledge that parents and guardians need to trust the content and services their children access and commit to continue working with industry and other stakeholders so that parents and children can make informed choices online.

On 4 November, Neelie Kroes Commissioner responsible for the Digital Agenda stressed the threat of cyber-security hacking for the efficiency of Internet Services. “Incidents (also linked to human mistakes) and attacks are clearly on the rise…the number of web based attacks went up 36% in the year 2011.”
During his speech in the Information Security Forum Conference in Chicago, Kroes urged for bringing cyber security in the top of the political agenda. Acknowledging that most of the cyber networks and infrastructures are privately owned, the Commissioner recognised the limited role of the public authorities.

In February 2012, the incidence of malware infections on the 25,000 most popular websites was studied. Some of the findings are interesting.
Highlights of the infographic:
1. Over 10 million people would have been served with malicious software in the month that the survey was done, i.e February 2012.
2. United States hosted around half of all infected websites. The Netherlands came in second at 19%.
3. 54% of the infected websites are more than 5 years old; 43% of the websites were between 1 and 5 years
4. Free-tv-video-online.me, bigresource.com and myplaycity.com are the top 3 infected sites as per Alexa Site Ranking
